China Sends Guangdong-Produced Bonded Cargo Via TIR To Russia For The First Time

China has begun deliveries of bonded cargo from the Guangdong–Hong Kong–Macao Greater Bay Area to Russia by road for the first time under the TIR international transport system. This allows for a significant simplification of cargo transport between two countries.

Under this system, the cargo is sealed at the starting point of the route and undergoes inspection only upon arrival at the destination, while at intermediate border crossings, checkpoint officials merely verify the TIR carnet data and the customs seal for the vehicle, which helps not only to reduce travel time but also to minimise risks of damage to sensitive cargo such as headphones.

The initial cargo was a batch of headphones and headsets, which departed by road from the Qianhai Comprehensive Bonded Zone in Shenzhen. The cargo is expected to arrive in Moscow within 10 days. This logistics operation marks the first “TIR + bonded services” format for the Qianhai bonded zone.

According to economic calculations, TIR transport allows for a 75% reduction in travel time compared to traditional rail transport and a 75% reduction in transport costs compared to air transport. China joins the TIR Convention in July 2016. Russia has been a member since 1982.
