The Russian Trade and Industry Minister Anton Alikhanov has said that the launch of joint production for the first pharmaceutical products at a site in Dubna, Moscow Region, involving Indian partners, is scheduled for 2027. He was speaking at the plenary session of the Innoprom India forum currently taking place in New Delhi.
Alikhanov said plans are also in place to launch the production of pharmaceutical substances in the Kaluga Region in three years, again with Indian participation. He said that “We expect the production of medicines to begin next year in Dubna, near Moscow, while the launch of another plant for active pharmaceutical substances in the Kaluga Region is scheduled for 2029.”
Alikhanov noted that Russia has already implemented joint projects with India to produce anti-tuberculosis and anti-HIV drugs in Belgorod and has established the production of anti-cancer drugs in the Yaroslavl Region.
The Moscow collaboration goes back some way. In 2022, the Moscow Region Governor Andrei Vorobyov and Indian executive Rajesh Sharma, founder of India’s Advanced Group, signed an agreement to construct a pharmaceutical plant in the Dubna Special Economic Zone during the St. Petersburg International Economic Forum (SPIEF). The Advanced Group began the design phase this year, with an estimated investment of ₽2.5 billion (US$30 million). The facility is set to develop and produce anti-cancer, antibacterial, and anti-tuberculosis drugs, as well as medications to treat HIV, diabetes, and cardiovascular diseases.
The Kaluga facility is an agreement between Russia’s Pharmasyntez Group and India’s BDR Pharmaceuticals and envisages constructing a pharmaceutical substance production plant. Pharmasyntez President Vikram Punia said at SPIEF 2026 that the project will include the initial production of approximately 20 drugs, as well as the production of active pharmaceutical ingredients for cytostatic anti-tumor medications. Investments are estimated at around ₽3 billion (US$35.6 million) Production is expected to launch between late 2028 and 2029.
A third Indian pharmaceutical company, Hetero Labs has agreed to build a new plant and expand pharmaceutical collaboration in the Technopolis SEZ also near Moscow. India has emerged as one of the world’s leading pharmaceutical producers, ranking third globally by volume and 11th in value.
