Russia Converting Togliatti’s Taman Port To An Asian Fertilizer Export Hub

The Russian Transport Ministry has prepared a draft order on the opening of a maritime cargo checkpoint across Russia’s state border at Taman Port in Krasnodar, within the boundaries of Togliattiazot, Russia’s largest ammonia producers. The order also involves changing the boundaries of the checkpoint.

Togliattiazot has been planning a terminal at Taman Port since the early 2020’s, with the work mothballed for several years. Work resumed in 2015 but stalled again due to unresolved land lease issues and legal disputes over the recognition of ownership of the real estate facilities that the company had built. The project was revived by resolving the land plot issue in the summer of 2022. By this time, its relevance had increased – the transit of Russian ammonia via the Tolyatti-Odessa pipeline was halted on February 24, 2022, meaning Togliattiazot had to increase its utilization rate to make up the supply chain volume differences.

The first phase of the terminal in Taman will be oriented toward handling up to 2 million tonnes of ammonia per year. With the introduction of the second phase, capacity will increase to 3.5 million tonnes of ammonia and 1.5 million tonnes of urea per year. The launch of the export terminal will allow Togliattiazot to reach full capacity utilization. The move comes as Indian investors have stated they are to build a US$2 billion urea production facility in Togliatti.
