Russia, Ghana Discuss Preparations For The Third Russia-Africa Summit in Accra

Ghana and Russia have discussed preparations for the third Russia–Africa summit during a technical session of political consultations at the Ministry of Foreign Affairs in the Ghanaian capital, Accra, the Ghanaian foreign ministry has reported.

The Ghanaian delegation was headed by Director of the Europe Department of the Ministry of Foreign Affairs Eric Owusu-Boateng, while the Russian delegation was led by Director of the Department of African States (Sub-Saharan Africa) of the Russian Foreign Ministry Anatoly Bashkin.

At the meeting, Ghana’s Coordinating Director for Political and Economic Affairs Harold Adlai Agyeman noted that the 68-year partnership between Ghana and Russia is “firmly grounded in trust, mutual respect, and solidarity and is sustained by political dialogue, economic cooperation, and educational exchanges.”

During the consultations, the two delegations also assessed the state of bilateral trade and discussed opportunities for cooperation in agriculture, industrial development, manufacturing, infrastructure, energy, and technology transfer. Issues related to expanding cooperation between universities in the fields of science, engineering, technology, and medicine were also addressed.

In February, Tatyana Dovgalenko, Director of the Department for Partnership with Africa at the Russian Foreign Ministry, met with Selma Malika Haddadi, Deputy Chairman of the African Union Commission. That resulted in a statement reading “The parties exchanged views on promising areas of cooperation between Russia and the pan-African organization. The focus was on joint efforts to prepare for the third Russia-Africa summit scheduled for 2026 this year.”

Russia has already agreed to establish a Russian House in Accra, while the Russian-Ghanaian Trade Centre has officially established cooperation with the Tatarstan Chamber of Commerce and Industry in Kazan.

The first Russia–Africa summit was held in October 2019 in Sochi. The second summit took place in August 2023 in St. Petersburg. The 2026 Russia-Africa summit in Accra will be the first in sub-Saharan Africa and is likely to be attended by the leaders of most African countries. Ghana is a primary member of the African Union and the African Continental Free Trade Agreement.

Ghana has a population of approximately 35 million people, a GDP (PPP) of US$230 billion, and a GDP per capita PPP of US$6,900. The country’s economy grew by 4.4% in 2025.

The trade relationship with Russia has also been expanding, with bilateral trade significantly increasing, according to Sergei Berdnikov, the Russian Ambassador to Ghana. He recently said in an interview that “We have managed to significantly increase bilateral trade turnover more than 3.5 times—from US$247 million in 2022 to US$850 million in 2024–2025 due to exports to Ghana of critically important domestic goods such as fertilizers, foodstuffs, and petroleum products.”
