Russian 2025 Electricity Exports To China Reached 306.5 Million kWh

Although China has currently suspended Russian electricity imports, it purchased 306.5 million kWh in 2025, according to data from the Chinese customs administration. In monetary terms, this amounted to US$13.97 million.

The sole electricity export/import operator in Russia, Inter RAO, has not yet published its data for 2025. The company reported supplying 900 million kWh of electricity to China in 2024, which corresponds to Chinese customs data.

China was previously one of the main directions for electricity exports from Russia. However, supplies to China began to be limited in 2023 due to increased energy consumption in Russia’s Far Eastern regions. Electricity exports from Russia to China fell to 3.1 billion kWh in 2023 compared to 4.6 billion kWh in 2022 and have subsequently continued to decline.

This decline however is offset by China’s purchases of other energy products, such as oil and gas, which have reached record levels.
