The Russian Defence Minister, Andrey Belousov, has held talks with the Deputy Prime Minister and Minister of National Defence of Vietnam, General of the Army Phan Van Giang, in Moscow. They also co-chaired the second Russia-Vietnam consultation session on maritime issues.
General Giang is with a Vietnamese military delegation visiting Russia to discuss mutual cooperation issues. Belousov noted that priority attention is being given to strengthening mutually beneficial military and military-technical cooperation.
Belousov said that “We view your official visit to Russia as an integral part of a consistent and long-term process of developing interstate ties.” During the talks, the parties discussed current issues of defence cooperation and exchanged assessments of the regional and global situation.
Moscow is the leading arms supplier to Vietnam, and Russian weapons systems have played a key role in the modernisation of the Vietnam People’s Army. This cooperation also has political significance for Hanoi, aligning with Vietnam’s strategy of diversifying its partners, maintaining a balance between the great powers, and preserving its independence.
The two ministers said bilateral defence ties have continued to grow in line with their role as a key pillar of Vietnam-Russia relations, yielding notable results in delegation exchanges and high-level contacts, cooperation between defence agencies and units, training, scientific and technological research through the Vietnam-Russia Tropical Center, participation in international multilateral activities hosted by either side, and close coordination within ASEAN-led mechanisms, including the ASEAN Defence Ministers’ Meeting-Plus (ADMM+).
The two sides agreed to continue coordinating the implementation of agreed areas of cooperation. Priority areas include exchanging and signing new agreements in line with the needs of both sides, sharing experience, humanitarian mine clearance, military history education and communications, training cooperation, and advancing cooperation between the Vietnam-Russia Tropical Center and units under Russia’s Defence Ministry.
General Phan Van Giang thanked Russia’s Defence Ministry for allocating training quotas to Vietnam’s Ministry of National Defence and affirmed Vietnam’s readiness to receive Russian military personnel for Vietnamese-language training and international defence officials’ courses at Vietnamese academies and schools. During the talks, General Phan Van Giang also invited leaders of Russia’s Defence Ministry and Russian defence industry enterprises to attend and showcase products at the third Vietnam International Defence Expo in December 2026.
Following the talks, General Giang and his delegation laid flowers in tribute at the Ho Chi Minh Monument in Moscow and planted a commemorative tree at the square bearing his name. The delegation also laid a wreath at the Tomb of the Unknown Soldier in Moscow.
