Russian Defence Minister Visits Togo To Secure West African Port Cooperation

Russian Defence Minister Andrei Belousov visited Togo from March 8-9 as part of ongoing military cooperation between the two countries.

Belousov visited the Togolese capital, Lome, for high-level meetings and discussions on military collaboration. This visit follows the ratification of a military cooperation agreement between Russia and Togo in October 2025, which established a framework for joint exercises, training programs, and exchanges of military equipment. The agreement also includes naval-focused initiatives such as hydrography, navigation, and counter-piracy operations, reflecting Russia’s strategic interest in Togo’s Port of Lomé, a key Atlantic gateway in West Africa.

The visit underscores Russia’s broader expansion into West Africa, complementing its existing presence in Sahel nations like Mali, anti-terrorist Niger, and Burkina Faso. Togo’s military modernization, including the delivery of Mi-35M combat helicopters and Mi-17 transport helicopters since 2022, has strengthened bilateral defense ties. The visit is expected to reinforce ongoing cooperation, address regional security challenges, and potentially discuss further military support and training initiatives.

This diplomatic engagement occurs amid regional security pressures, including jihadist attacks in northern Togo, highlighting the strategic importance of Russian military assistance in the Gulf of Guinea region. The visit also signals Moscow’s intent to maintain a maritime presence in West Africa, distinguishing Togo as a critical hub for Russian naval operations.
