Russia’s Arkhangelsk and Chinese Shipping Company Agree MOU for 2026 “Arctic Express” Maritime Services Schedule

The government of the Arkhangelsk region and the Chinese company NewNew Shipping Line have signed a memorandum of cooperation for the summer-autumn navigation of 2026 on organising “Arctic Express” shipping services, according to the Arkhangelsk regional Ministry of Economic Development and Industry.

Alexander Tsybulsky, the Arkhangelsk governor, stated that ‘Two years ago, we launched the ‘Arctic Express No. 1’ project — a multimodal route connecting Moscow, Arkhangelsk, and China along the Northern Sea Route. It has become a full-fledged export corridor, beneficial both to us and our partners. China is a key trade partner of the Arkhangelsk region. In terms of trade turnover, China ranks first among foreign countries and provides about 50% of Arkhangelsk’s foreign trade turnover. Now we have taken an important step for further work: we signed a memorandum of cooperation on organising ‘Arctic Express No. 1’ flights in 2026.”

The cooperation documents were negotiated by Igor Muraev, Deputy Chairman of the Government of the Arkhangelsk region, and Ke Jin, representative of NewNew Shipping Line. Muraev said that “we consider the Northern Sea Route a strategic asset that must be turned into a permanent logistical system of a global scale. NewNew Shipping Line confirmed its readiness not only to form a cargo base and use the bunkering terminal of the port of the future but also to invest in the creation of infrastructure for the deep-water area. Within the framework of this cooperation, a corresponding memorandum has also been prepared.”

In 2024-2025, seven export and seven import maritime journeys took place as part of the “Arctic Express No. 1” project. The 2026 navigation plans will increase this. Muraev also said that the construction of the Arkhangelsk deepwater seaport is continuing. The region is interested in attracting foreign partners to the project.
