Russia’s Port Favor terminal in Ust-Luga (Leningrad Region) shipped 53,300 tonnes of ammonia in February 2026, up 3% year-on-year, the terminal has stated. The liquid bulk complex processed 2,417 tank trucks and handled three tankers with a deadweight ranging from 26,000 to 30,000 tonnes.

Russian cargo shippers faced a slowdown in export shipments amid difficult ice conditions in the Gulf of Finland. Rosatom redeployed the universal nuclear icebreakers Sibir and Murmansk to the Baltic Sea. The active process of ice destruction will begin only in the second half of March.
The terminal transshipped 0.56 million tonnes of ammonia in 2025. In 2026, Port Favor plans to double the amount of liquid fertilizer shipments, as well as ship 1 million tonnes of carbamide for export.
Russia is one of the world’s leading exporters of anhydrous ammonia and nitrogen fertilizers, with key export markets spanning Europe, North Africa, Asia, and South America. Despite sanctions, Russia became the European Union’s largest ammonia supplier in 2024, accounting for a significant portion of imports, particularly to Belgium and Lithuania.

It is planned that transshipment levels will be increased by commissioning a technological line for transshipping ammonia from railway tanks in Q2 2026. The terminal plans to start transshipping dry fertilizers in Q3.
The first facilities of the Port Favor terminal were launched in December 2024. Reaching the design capacity of 14 million tonnes of cargo annually is expected in 2028.
Port Favor’s terminal characteristics allow for the handling of 540 railcars per day (over 35,000 tonnes). The total length of the sea berths will be over 800 meters. This will make it possible to handle three bulk carriers simultaneously, meaning shipping up to 200,000 tonnes per vessel call. Eight dome-type and two ridge-type warehouses with a total capacity of over 500,000 tonnes will be located on the terminal site. Investment in the Ust-Luga port to complete these developments amounts to ₽80 billion (US$1.03 billion).
