Sweet: Russian Agricultural Exports To Uzbekistan Up 19% In 2025

Russia supplied agricultural products worth $1.2 billion to Uzbekistan in 2025, up 19% compared to the previous year, while in physical terms, supplies increased 17%, exceeding 1.15 million tonnes, according to the Russian Agroexport Federal Center, citing Uzbeki customs data.

The largest share in supplies was taken by sugar and raw sugar. Their shipments increased 1.5-fold to over US$255 million. Uzbekistan is the biggest buyer of Russian raw sugar and the second biggest buyer of processed sugar from Russia.

Chocolate confectionery products were in second place in the structure of supplies, at US$107 million, up 12% compared to 2024. As a result, Uzbekistan entered the top three countries buying Russian chocolate. The top five export products also included soybean meal and cake (US$74 million), sunflower oil (US$66 million), and margarine (US$52 million).

Ilya Ilyushin, the Agroexport CEO, stated that “The amount of mutual trade in agricultural products between Russia and Uzbekistan is growing from year to year, and in the period from 2018 to 2025, the figure has tripled. However, there remains significant potential for a further increase in the level. Promising areas include sugar products, fish and seafood, poultry meat, prepared meat products, beverages, and baby food, as well as fertilizers, crop seeds, veterinary drugs, and vaccines.”

According to the Russian Sugar Union, sugar consumption in Uzbekistan totals 650,000-700,000 tonnes per year. Supplies of Russian sugar reached maximum five-year values in 2025. Compared to 2024, they increased by 170,000 tonnes to 417,000 tonnes. Previously, 2020 was a record year, when more than 315,000 tonnes of Russian sugar were supplied to Uzbekistan.

The Union stated, “One of the factors leading to an increase in sugar supplies from Russia to Uzbekistan last year was the abolition, from October 1, 2025, of the 20% excise tax on imports of white sugar.”

Since the beginning of 2026, exports of Russian sugar to Uzbekistan have tripled compared to the previous year and have already exceeded 80,000 tonnes. Another promising product of domestic sugar beet production for supply to Uzbekistan is beet pulp. Exports of beet pulp amounted to 1,200 tonnes in 2025. At the same time, demand for pulp continues to increase, and more than 400 tonnes have already been shipped since the beginning of this year.

Alexei Ulyanov, the Russian Agriculture Ministry’s representative in Uzbekistan, said that “Russia is one of the key suppliers of agricultural products to Uzbekistan. Currently, it accounts for almost a quarter of total imports. The main logistics route in the trade of agricultural products between Russia and Uzbekistan is the transit of goods by road and rail through Kazakhstan.”
