Russia, Azerbaijan, and Iran have concluded an agreement on deploying the electronic permit system “e-Permit” for international road freight transport with the complete replacement of paper forms, according to the Azerbaijan Land Transport Agency.
Previously, drivers or logistics companies needed to physically obtain documents from profile agencies, transfer them at the border, and carry them along. “E-Permit” represents an electronic system for the digital exchange and issuance of permit passes for international road freight transport between the three countries.

The agency emphasized that the primary goal of the innovation is to accelerate and simplify clearance procedures. At the same time, specific timelines for putting the system into operation and technical implementation details, including a unified data exchange platform, as well as the responsible integrator, are not disclosed in the report. It is not specified whether the agreement extends to all types of cargo or implies exceptions. The new system allows for conducting vehicle verifications in an automated mode, without the participation of an inspector on the line.
The system will in time prove to be a precursor to fully automated, driverless trucks operating cross-border services between the three countries – integral parts of the INSTC. Driverless trucks capable of travelling between Moscow and Astan have already been introduced by Kamaz, and the same can in time be expected to link driverless drone trucks between Russia, Azerbaijan and across to Iran’s Caspian sea ports. When the situation in the Bandar Abbas region to the south settles down, freight trucks can be expected to reach as far as Iran’s southern ports on the Persian Gulf.
Iran has free trade agreements with both Azerbaijan and Russia.
