The order reads “To accept the proposal of Rosatom state nuclear energy corporation, as agreed with the Foreign Affairs Ministry and other interested federal executive bodies and preliminarily discussed with India, to sign a memorandum between the government of the Russian Federation and the government of the Republic of India on developing cooperation in maritime cargo transportation along the Northern Sea Route.”

Rosatom has been instructed to sign the memorandum on behalf of the government. The company is responsible for maritime traffic along the NSR as it operates Russia’s nuclear-powered ice breakers along the route.
