China’s Swift Group and Russian Railways are to construct a container terminal in Russia’s Altai Republic, with investments estimated at ₽5 billion (US$70 million) according to Altai Governor Viktor Tomenko.
He said that “China’s Swift Group along with Russian Railways plan to construct a modern, large container terminal in the Pervomaisky District, with cargo loading of 3.5 million tonnes per year. The investment should be approximately 5 billion rubles, and it will employ around 1,000 people.”

The parties signed the agreement at the recent St. Petersburg International Economic Forum (SPIEF).
Tomenko said that the project would increase export volumes of products from the Altai Republic, as well as boost mutual trade with Asian countries.
Swift Group handles container shipping from China and Asian countries, and throughout Russia and the Commonwealth of Independent States.
The Altai Republic economy relies heavily on agriculture, natural resources, and tourism. Agriculture is a cornerstone of the region, accounting for over 18% of the GRP. With the vast majority of the population residing in rural areas, the republic is a leader in Siberia for animal husbandry, including sheep, cattle, and traditional reindeer herding.
