Russian electricity exports to Kazakhstan rose 20.3% year-on-year in H1 2026 to reach 1.68 billion kWh, according to Inter RAO. The company is the sole operator of electricity exports and imports in Russia. Kazakhstan accounts for 53% of the company’s total exports.
Russia’s overall electricity exports rose 4% year-on-year to 3.2 billion kWh in H1 2026. Electricity imports fell 5.3% to 1.21 billion kWh, Inter RAO said earlier.
Inter RAO is closely monitoring Kazakhstan’s plans to abandon imports of electricity from Russia starting in 2027, a member of Inter RAO’s management board, Alexandra Panina, said in May. For now, Inter RAO is planning to supply Kazakhstan in 2026 at the level of the previous year, Panina said.
The process of weaning off Kazakhstan’s dependence on Russian electricity may be delayed due to Ukrainian drone attacks on the infrastructure of the Caspian Pipeline Consortium (CPC) near Novorossiysk. Approximately 80% of Kazakhstan’s total oil export volume passes through the CPC terminal – this route is critically important for the country’s economy. As a result of the incidents, shipment volumes via this route temporarily decreased (according to some estimates, to about 40–50% of the usual level), which created additional economic difficulties and affected plans for energy supply diversification.
While there are no political disagreements between Kiev and Astana, Kazakhstan condemned the incidents, describing them as an infringement on its economic interests, and sent complaints to Kiev and Washington. The situation as concerns Ukrainian attacks has however forced Astana to adjust its strategy: under current conditions, reducing imports of Russian electricity is therefore considered inadvisable.
