Russia and Indonesia are to implement a joint action plan to develop maritime cooperation, the Russian Maritime Board chairman Nikolai Patrushev has said.
Speaking after the bilateral consultations on maritime cooperation with Indonesian Coordinating Minister for Infrastructure and Regional Development Agus Yudhoyono in Moscow, Patrushev stated that “a plan for developing bilateral maritime cooperation proposed by Indonesia has been approved by the Russian agencies and companies indicated in it. Following our consultations, we’ll begin its practical implementation.”
The parties established three working groups to implement the plan for developing maritime cooperation.
Shipbuilding & Port Development
The first working group will deal with shipbuilding development, port modernization, and the use of new logistical routes. On the Russian side, the first working group will be led by the Industry and Trade Ministry, also involving the Russian and Indonesian Transport Ministries and Russia’s United Shipbuilding Corporation. Its work will focus on strengthening cooperation in designing and constructing vessels with specifications meeting the requirements of Indonesian waters.
Russian and Indonesian companies are also interested in establishing a joint shipbuilding venture and manufacturing marine components in Indonesia. Patrushev said, “They can also offer advanced global technologies in green shipbuilding, higher energy efficiency, and the use of alternative fuels.”
Within this working group’s purview, the FESCO and Delo companies proposed engagement with Indonesia on port infrastructure development, he said.

Marine & Fisheries
The second working group will be tasked with the sustainable development of marine and fishery resources. This will be led by the Russian Federal Fisheries Agency (Rosrybolovstvo). Patrushev said, “Our companies are willing to facilitate the sustainable development of aquaculture through environmentally friendly technologies, capacity building, and the introduction of digital innovations in supply chains.”
Scientific Research
The third working group will focus on joint scientific research and personnel training. This will be led by the Russian National Research Center, Kurchatov Institute, and will include representatives from various government agencies, educational and research institutions. Patrushev noted that “this group will focus on enhancing human resources in the maritime sector through joint research, expert exchanges, and extended education programs.” Russia and Indonesia have a free trade agreement via the Eurasian Economic Union that comes into effect on June 5, with this expected to significantly boost bilateral and multilateral trade between Indonesia and EAEU members. This agreement also enhances Indonesia’s trade potential with Muslim countries in Central Asia.
